City Hunter is first and formost a massively successful manga comic and TV animation series by Tsukasa Hojo, that made quite a name for itself in Japan and a lot of Europe during the late 80s. It was even adapted into a Jackie Chan movie in 1993.
It's also a relatively miscallaneous PC Engine tie-in release, featuring archetypal 'run and gun' action similar to Rolling Thunder (1986).
The basic gameplay revolves around finding clues and items, then returning to a certain point in the level in order to move on.
And it's not half bad... But sadly the game never really took off outside of Japan, because without understanding (or knowing) the language, City Hunter is an utterly meaningless experience - there is simply too much text.
Today original copies of the game do retain some value, but this is mainly due to the series it is associated with.
Which, incidentally, is one of the best anime serials ever made.

Straightforward anime tie-in action game with a plot. A lot of plot. In Japanese.
It's also been gaining a lot of value these past few years, as a nice piece of vintage anime memorabilia.
